SB 2580 Summary

• Establishes the "In-Person Early Voting Act" creating a 15-day early voting period beginning 15 days before each primary, general, runoff, special, and municipal election and continuing until noon on the Saturday before election day

• Requires in-person early voting to occur only in registrar's offices during regular business hours, with extended hours until 7:00 p.m. during the last full week before elections and Saturday hours from 8:00 a.m. to 12:00 p.m. for two Saturdays preceding elections

• Mandates voters present photo identification and be marked "VOTED IPE" in the election system, with votes cast and final but tabulated and announced simultaneously with election day votes after 7:00 p.m.

• Prohibits voting via ballot harvesting, ballot drop boxes, and mail-in/absentee ballots except for reasons specifically allowed under Mississippi Election Code

• Takes effect January 1, 2026
