Allows absentee voters to complete signing requirements on the back of the envelope rather than specifically across the envelope flap.

Updates instructions and warning language on absentee ballot envelopes to reflect that signatures must be on the back of the envelope instead of across the flap.

Amends Sections 23-15-631, 23-15-633, 23-15-635, and 23-15-719 of Mississippi Code of 1972 to conform with the new signing location requirements.

Effective date is July 1, 2024.
