Authorizes qualified electors to vote in person at the county registrar's office beginning 20 days before any election and ending at 12:00 p.m. on the Saturday immediately before election day.

Requires preelection voters to present an acceptable form of photo identification and sign a receipt book before casting ballots in the same manner as election day voting.

Establishes preelection voting hours as 8:00 a.m. to 5:00 p.m. on weekdays, with extended hours (including lunch and 5:00-7:00 p.m.) during the final full week before an election.

Mandates that all preelection votes are final and shall be announced simultaneously with election day votes; allows candidates or their representatives to be present and challenge voter qualifications under the same procedures as election day.

Requires the Secretary of State to promulgate rules and regulations for preelection day voting and amends Section 23-15-195 to remove the requirement that elections be concluded in one day; effective July 1, 2024.
