Establishes a "Task Force to Study Mississippi's Labor Force Participation Rates" to develop recommendations for increasing labor force participation and propose legislation and rule changes.

Task Force membership includes legislative leaders (Labor Committee Chair, Economic and Workforce Development Committee Chairs), designated state senators and representatives, state agency directors (Employment Security, Workforce Development, Mississippi Development Authority), business representatives, and technical college faculty.

Task Force shall meet within 45 days of the effective date to evaluate Mississippi's labor force participation rates by reviewing Bureau of Labor Statistics data, identifying obstacles faced by workers, examining current trends, and considering related issues.

Task Force must submit findings and recommendations for proposed legislation to the Legislature by December 1, 2024, with members elected by the group to choose a Chair and requiring a quorum to approve the final report.

Task Force dissolves upon presentation of its report; Mississippi Department of Employment Security provides clerical support using existing resources, and the act takes effect July 1, 2024.
