Converts four restitution centers (Greenwood, Flowood, Hinds County, and Pascagoula) to operate as prerelease reentry centers under Department of Corrections management.

Establishes eligibility criteria for prerelease reentry center placement: inmates within one year of earliest release date approved by classification hearing officer and Commissioner of Corrections.

Requires Department of Corrections to provide comprehensive reentry services including counseling, housing, employment training, healthcare, education, substance abuse treatment, and cognitive behavioral programs to prepare inmates for release.

Repeals statutes authorizing county/municipal establishment of restitution centers and Department of Public Welfare cooperation in restitution center operations.

Brings forward multiple existing code sections related to corrections administration, sex offender registration, probation violations, and facility construction for potential future amendment; effective July 1, 2024.
