Prohibits governmental entities in Mississippi from enacting or enforcing rules, ordinances, or policies that restrict or prohibit individuals or entities from using appliances based on the type of utility service (electrical, natural gas, or liquified petroleum gas) required to operate them.

Defines "governmental entity" as any state agency, department, or political subdivision; "utility service" as electrical, natural gas, or LP gas service; and "appliance" as any device designed to perform specific tasks in domestic, commercial, or industrial settings using utility services.

Preserves governmental authority to require utilities from authorized providers, prohibit illegal appliance use, enforce building and fire safety codes, and ensure safe appliance usage in accordance with manufacturer recommendations.

Prevents governmental entities from denying building permits or subdivision applications based solely on the type of appliance or utility service proposed for a project.

Brings forward existing Mississippi Code sections 77-3-3 and 77-3-201 regarding public utility regulation for possible amendment; effective July 1, 2024.
