Brings forward Section 77-1-11, Mississippi Code of 1972, prohibiting Public Service Commissioners, candidates, and PSC employees from accepting gifts, money, campaign contributions, or other benefits from regulated utility companies; violators forfeit office and face fines of at least $5,000 and/or imprisonment of at least one year.

Brings forward Section 77-1-25, Mississippi Code of 1972, prohibiting PSC staff from using commission uniforms, material, or equipment for private or political purposes; staff may be political candidates only if taking leave of absence and may participate in non-PSC political campaigns but cannot solicit or receive campaign contributions from regulated utilities.

Defines "emolument" to include salary, donations, loans, stock tips, vacations, honorariums, directorships, and consulting posts, but excludes expenses for social occasions provided to public servants.

Exempts cooperative association members and stockholders owning less than one-half of one percent (value not exceeding $10,000) of regulated utilities from being deemed owners, agents, or representatives unless actively serving in those capacities.

Takes effect July 1, 2024, and repeals June 30, 2024.
