Increases the fine for failing to display a motor vehicle liability insurance card from $100 to $250.

Adds impoundment provision requiring motor vehicles involved in accidents without mandatory liability insurance to be impounded until proof of insurance is provided.

Places the cost of impoundment or immobilization on the owner or operator of the uninsured motor vehicle.

Maintains existing penalties including suspension of driving privileges for one year or until proof of liability insurance is shown and fines are paid.

Takes effect July 1, 2024.
