Amends Section 45-6-19 to require police chiefs of municipalities, public colleges, universities, and the Pearl River Valley Water Supply District to complete 20 hours of annual executive-level continuing education approved by the Mississippi Board on Law Enforcement Officers Standards and Training.

Requires new police chiefs with no prior experience in that position to complete 40 hours of executive-level continuing education during their first year of service.

Requires police officers at the same institutions to complete 8 hours of annual continuing education for 0-2 years of service, 16 hours for 3-4 years of service, and 24 hours for 5 or more years of service following July 1, 2004.

Mandates the Mississippi Board on Law Enforcement Officers Standards and Training to reimburse municipalities, public colleges, universities, and the Pearl River Valley Water Supply District for training expenses incurred by officers attending approved programs.

Authorizes revocation of certification for officers failing to comply with continuing education requirements, with appeal rights available through the Board.
