Amends Section 97-37-5 of Mississippi Code to allow persons convicted of nonviolent felonies to possess and use firearms and deadly weapons five (5) years after completion of all sentencing requirements, including payment of fines, fees, assessments, and restitution.

Defines "nonviolent felony" as any felony except those listed in Section 97-3-2(1) or designated as violent by the judge at sentencing.

Maintains existing prohibitions for persons convicted of violent felonies unless they receive a pardon, federal relief from disability under 18 U.S.C. § 925(c), or a state certificate of rehabilitation.

Preserves existing procedures allowing felony convicts to apply for certificates of rehabilitation through courts and maintains relief options for persons discharged from court-ordered mental health treatment.

Takes effect July 1, 2024.
