Amends Section 69-1-48 to restrict Department of Agriculture's authority to budget funds for improvements and marketing programs to only the Mississippi State Fairgrounds (1207 Mississippi Street, Jackson) and Mississippi Agriculture and Forestry Museum (1150 Lakeland Drive, Jackson), requiring legislative appropriation.

Requires Department of Agriculture to obtain written approval from the Governor, Lieutenant Governor, and Secretary of State before entering into any lease providing naming rights for state property.

Deletes Department of Agriculture's authority to escalate certain funds and establishes that museum funds must be subject to legislative appropriation.

Conforming amendments to multiple sections (69-5-3, 69-5-7, 69-5-8, 69-5-11, 69-5-13, 69-5-27, 69-5-31, and others) to specify the exact location of the Mississippi State Fairgrounds as "at or around 1207 Mississippi Street, Jackson, Mississippi 39202" throughout state code.

Effective upon passage for Section 2; remaining sections effective July 1, 2024.
