• Establishes the Commercial Vehicle Towing Advisory Committee with representatives from the Department of Public Safety, Mississippi Towing Association, Mississippi Trucking Association, and local police jurisdictions to regulate nonconsensual towing of commercial vehicles.

• Requires the committee to set statewide maximum towing and storage rates for nonconsensual tows, ban per-pound billing, and publish a Towing Service Standard Manual by January 1, 2025, including dispute resolution procedures and disciplinary actions.

• Mandates towing companies document vehicle condition with at least four photographs before nonconsensual towing, obtain written permission from private property owners, and store towed vehicles in Mississippi with reasonable owner access.

• Prohibits law enforcement officers from receiving compensation to select particular towing companies, holding financial interests in towing services, or recommending specific providers; also prohibits use of "spotters" and requires Mississippi-based towers for private property tows.

• Allows vehicle immobilization devices only under law enforcement direction and requires private property owners to display warning signs (including international towing symbol) at least five to eight feet high at property entryways before vehicles can be towed.
