Defines "cottage food" as nonhazardous foods made in private homes that require no time/temperature control, must comply with FDA Retail Food Code storage requirements, and cannot support pathogen growth.

Establishes approved cottage foods including baked goods, candy, dried fruits and pasta, jams, granola, trail mixes, vinegar, mustard, acidified products, wine and beer, dried herbs and vegetables, and sorghum.

Increases maximum annual gross sales exemption from food establishment permits from $35,000 to $50,000 for qualifying cottage food operations.

Requires all cottage food products to be prepackaged with labels containing operator name and address, product name, ingredients, net weight, allergen information, and a disclaimer stating the product is not subject to Mississippi food safety regulations.

Exempts homemade wine, beer, and other alcoholic beverages sold through cottage food operations from homemade alcohol restrictions, limited to 300 gallons annually, 18% alcohol maximum, using 100% Mississippi-grown fruits or muscadines.
