Brings forward Section 55-3-47 of Mississippi Code authorizing the Department of Wildlife, Fisheries and Parks to lease state park lands for up to 25 years with renewable options, grant easements and rights-of-way, and sell or exchange park lands with approval from the Department of Finance and Administration.

Brings forward Section 55-3-48 establishing a pilot program allowing the department to lease Corps of Engineer lands within George P. Cossar, Hugh White, and John W. Kyle state parks for commercial development with Commission approval.

Creates a State Parks Pilot Program Advisory Council consisting of three members appointed by the Boards of Supervisors for Grenada, Panola, and Yalobusha Counties to advise the Commission on developer selection and lease approvals.

Establishes a State Park Lease Development Endowment Fund to receive rental payments from leases, with principal remaining inviolate and investment income available for construction, repairs, and improvements to state park facilities.

Takes effect July 1, 2024, and repeals June 30, 2024.
