Increases the maximum gross vehicle weight limit for harvest permit license tags from 84,000 pounds to 88,000 pounds, affecting the tax rates in the privilege tax schedule.

Updates the additional privilege tax calculation for vehicles exceeding 10,000 pounds to use the new 88,000-pound maximum weight threshold instead of 84,000 pounds.

Harvest permit license tags remain limited to transport of products as defined in Section 27-19-81(4) and must be designated as "HP" tags with weight allowance printed on cab card only.

Requires applicants to sign an affidavit attesting to eligibility and present proof of a valid harvest permit at the time of license tag purchase.

Takes effect July 1, 2024.
