Replaces newspaper publication requirement with posting on a commission-designated website for two successive weeks for construction bid advertisements.

Expands alternative contracting methods available to the Mississippi Transportation Commission to include design-build, progressive design-build, construction manager/general contractor, and any federally-approved Nonexperimental Alternative Contracting Methods.

Changes bid award criterion from "lowest and best" bid to "lowest responsive" bid for construction and reconstruction contracts.

Removes previous cost limitations and fiscal year project caps on design-build projects, replacing them with authorization to use any federally-approved alternative contracting method.

Effective July 1, 2024.
