Requires all persons 16 years of age or older to procure a wild turkey stamp before hunting wild turkeys in Mississippi during any open season.

Establishes a $200 nonresident fee for the stamp and provides no fee for resident hunters; stamp is valid through the final day of the spring wild turkey season following purchase.

Makes stamp available in physical or electronic form through bonded agents and automated point-of-sale sources; commission may make harvest tags dependent upon stamp purchase.

Establishes misdemeanor penalties of $25-$100 for violations of stamp requirements.

Directs stamp revenue exclusively toward administrative costs for harvest tag programs, wild turkey habitat restoration and protection, scientific research on wild turkeys, and increased public turkey hunting access.
