Extends the repeal date for the State Port Authority at Gulfport's authorization to use design-build contracting from July 1, 2024 to July 1, 2028.

Allows the State Port Authority to use design-build contracting (combining design and construction into a single contract) for renovation, repair, and improvements to not more than one freezer and related equipment/facilities at the Gulfport port.

Permits any port or port commission in the state to use design-build contracting for renovation, repair, and improvements to equipment and facilities at their ports.

Defines "design-build method of contracting" as a single contract requiring the contractor to perform both design and construction phases of a project.

Effective July 1, 2024.
