Establishes the Save Our Underfunded Local Schools Grant Program administered by the Department of Public Safety to fund school safety and security upgrades, including startup costs for school security departments.

Requires each school district to receive a minimum grant of $50,000 by October 1, 2024, with remaining funds distributed upon application until depleted.

Directs the Department of Public Safety and Department of Education to promulgate rules considering factors such as current security conditions, individual school needs, local law enforcement response times, and local law enforcement capabilities.

Creates the SOULS Act Fund as a special fund in the State Treasury to hold grant program monies, with unexpended amounts not lapsing and investment earnings deposited back to the fund.

Allows the Department of Public Safety to reimburse actual oversight costs up to 1.25% of appropriated monies and requires annual reporting to the Lieutenant Governor, Speaker of the House, and Governor by December 1.
