Establishes the Mississippi Dyslexia Education Funding Grant Program administered by the Department of Education to provide dyslexia therapy and fund dyslexia therapists or support staff in schools.

Requires each school district to receive a minimum grant of $100,000 by October 1, 2024, with remaining funds distributed upon application until depleted.

Defines dyslexia as a neurological learning disability affecting word recognition, spelling, and decoding abilities, and specifies dyslexia therapy must be Orton-Gillingham based, research-based, and delivered by a licensed dyslexia therapist in small group settings.

Creates the Dyslexia Education Fund as a special fund in the State Treasury for monies designated for dyslexia education purposes, with unexpended amounts not lapsing at year-end and investment earnings deposited to the fund.

Allows the Department to reimburse reasonable actual oversight costs from the fund, not to exceed 1.25% of appropriated monies, and requires annual reports to the Lieutenant Governor, Speaker of the House, and Governor by December 1.
