Allows students attending schools rated "C," "D," or "F" by the State Department of Education to transfer to another school or school district with that district's written consent.

Requires parents or guardians to file a written petition with the receiving school board, which must act on the request by its next regular meeting or the request is automatically denied.

Each school district must establish an enrollment threshold for transfers based on classroom and facility capacity and teacher-to-student ratios, with transfers accepted on a first-come, first-served basis until 75% capacity is reached.

Requires the remaining 25% of available transfer slots to be filled through random lottery drawing.

Prohibits school districts from considering a student's race, age, athletic abilities, or academic abilities when deciding whether to admit a transferring student.
