Reenacts the Mississippi Critical Teacher Shortage Act of 1998, which includes programs for teacher recruitment and retention in areas with critical teacher shortages.

Extends the repeal date of the Critical Teacher Shortage Act from July 1, 2024 to July 1, 2027.

Revises the William F. Winter and Jack Reed, Sr., Teacher Loan Repayment Program to allow recipients to receive up to three awards (instead of one-time awards), with awards ranging from $1,500 to $6,000 depending on school district designation and award year.

Permits the State Financial Aid Board to limit applications and number of awards to ensure program expenses do not exceed annual funding.

Extends the repeal date of the Teacher Loan Repayment Program from July 1, 2024 to July 1, 2028.
