Removes the 3% of annual per-pupil allocations that charter school authorizers previously received, effective July 1, 2024.

Allows the Legislature to fund the authorizer through specific appropriation instead of the automatic per-pupil percentage.

Changes charter school funding formula calculations from average daily membership to average daily attendance in both state and local funding determinations.

Maintains charter school eligibility for categorical aid programs (special education, vocational, gifted) with proportionate funding based on student enrollment.

Requires state transportation funding and Education Enhancement Funds to be disbursed to charter schools on the same basis as school districts.
