Allows parents or guardians to petition for their child's transfer to another school district if the receiving district consents in writing, with the school board of the child's home district prohibited from preventing the transfer request.

Requires the receiving school district board to act on transfer requests no later than the next regular board meeting, with failure to act constituting rejection.

Prohibits children from being required to travel more than 30 miles by school bus from home to school if a closer school exists in an adjacent district, allowing transfer to the nearer school at parental discretion.

Allows children of active-duty U.S. Armed Forces members to enroll in any school district of their parent's choosing regardless of residency, with parents responsible for transportation.

Allows siblings of lawfully transferred children to also enroll in the same school district at parental discretion, and prohibits receiving districts from assessing tuition fees on transferring students.
