Establishes "District of Transformation" as a new designation for failing schools and districts, replacing previous recovery school district provisions, with State Board of Education placing schools receiving "F" ratings for two consecutive years or "D" ratings for four consecutive years into this status.

Allows districts in District of Transformation to return to local control after attaining a "C" rating or higher for three consecutive years (reduced from five years).

Transitions Yazoo City Municipal School District and Humphreys County School District from the Mississippi Achievement School District into separate Districts of Transformation by July 1, 2025, with no new districts placed into the Achievement School District after July 1, 2024.

Authorizes State Board of Education to assign interim superintendents to Districts of Transformation who oversee operations and may continue serving alongside newly appointed school boards for two years after emergency status ends.

Repeals Section 37-17-17 (Mississippi Achievement School District) effective July 1, 2025, and amends Section 37-17-13 to align procedures with the new District of Transformation framework.
