Repeals Section 47-5-911, which previously set a repeal date for Sections 47-5-901 through 47-5-911 governing state offenders serving sentences in county jails, making those provisions permanent.

Authorizes the Department of Corrections to place convicted persons in county jails when state correctional institutions lack physical space, or when a sheriff or board of supervisors requests placement.

Limits daily reimbursement to counties for housing state offenders to $25.00 per day (increased to $32.71 per day after 30 days under certain conditions), covering food, housing, and medical costs based on actual costs or negotiated contracts.

Requires the Department of Corrections to classify all inmates within 90 days at a reception center or county jail, and allows sheriffs to petition for inmate removal if dangerous behavior or inadequate medical facilities are documented.

Takes effect July 1, 2024.
