Requires texting software providers to encrypt all text messages sent and received through preloaded wireless device messaging applications by January 1, 2025.

Mandates that encrypted messages be sent over networks compatible with encryption technology and that photos, videos, and media be transmitted in original quality without degradation.

Requires real-time read receipts and typing notifications when enabled by users on wireless devices.

Exempts compliance requirements when wireless devices are incapable of encryption or network coverage does not support encrypted messaging, though providers must attempt encrypted transmission first.

Authorizes the Mississippi Attorney General to bring enforcement actions against texting software providers that violate the act and shield network providers from liability.
