Establishes the Mississippi Resident Tuition Assistance Grant (MTAG) and Promise Grant programs administered by the Mississippi Postsecondary Education Financial Assistance Board for undergraduate students at Mississippi colleges and universities.

MTAG awards are scaled by family income: up to $2,000 for juniors/seniors and $1,000 for freshmen/sophomores from families at or below 50% of median family income; up to $1,500/$750 for families at 51-99% of median income; and up to $1,000/$500 for families at or above 100% of median income.

Promise Grants cover full tuition and required fees after other aid is applied for recent high school graduates enrolling full-time at community or junior colleges within 12 months of graduation; limited to four semesters or one associate degree, whichever is less.

Students from families below 100% of median family income may receive both MTAG awards and Promise Grants simultaneously if eligible for both.

Renewal requires maintaining 2.50 minimum cumulative GPA, making steady academic progress toward a degree, and for Promise Grants, continuous full-time enrollment of at least two semesters per academic year.
