Establishes the "Mississippi University System Efficiency Task Force" to examine efficiency and effectiveness of public universities regarding enrollment, graduation, and retention of Mississippi residents, and to address anticipated enrollment declines from demographic shifts.

Task force membership includes chairs of Universities and Colleges, Appropriations, and Finance committees from both chambers; the Director of University Research Center; and three gubernatorial/lieutenant gubernatorial appointees with undergraduate degrees from regional, historically black, and research universities respectively.

Task force must meet within 45 days and evaluate current funding formulas, physical plant planning processes, enrollment and graduation data, existing plans for demographic shifts, and successful strategies for improving efficiency across the state and nation.

Task force shall report findings and recommendations to the Legislature by October 1, 2024, with approval requiring a majority vote of membership.

Non-state employee members may receive per diem at rates authorized by Section 25-3-69 and reimbursement for mileage and expenses, subject to appropriations and prior task force authorization.
