Removes requirement that Mississippi Rural Physicians Scholarship Program students be from rural areas, allowing students from all areas of the state to apply.

Adds a physician appointed by the Mississippi Psychiatric Association as a commission member and includes psychiatry and child psychiatry specialties as eligible fields in the residency program.

Requires the Mississippi Rural Physicians Scholarship Commission to produce annual reports to the Legislature detailing budget, participant enrollment, practice locations, contract breaches, and program statistics.

Renames the Mississippi Rural Dentists Scholarship Program as the "Dr. G. Norris Howell Rural Dentists Scholarship Program" and removes the rural residency requirement for dental students.

Requires the Mississippi Rural Dentists Scholarship Commission to produce annual reports to the Legislature with information on budget, enrollment, residency placements, contract breaches, and practice locations.
