Establishes the Mississippi Wholesale Prescription Drug Importation Program under the Division of Medicaid to import lower-cost prescription drugs from outside the United States, particularly from Canadian suppliers.

Requires the Division to contract with prescription drug wholesalers and Canadian suppliers, develop a registration process for health benefit plans and pharmacies, and maintain a list of eligible drugs published on the Division website.

Restricts imported drugs to those meeting FDA standards, not violating federal patent laws, generating cost savings, and excludes controlled substances, biological products, infused drugs, intravenously injected drugs, anesthesia gases, and parenteral drugs.

Requires drug manufacturers to submit quarterly reports to the Insurance Commissioner with wholesale acquisition cost information and triggers additional reporting when costs increase 40% over five years or 10% within 12 months for drugs costing $70 or more.

Mandates pharmacy benefit managers and health insurers to file annual reports with the Insurance Commissioner detailing rebates, fees, drug spending, and premium increases attributable to prescription drugs.
