Brings forward multiple sections of Mississippi Code related to insurance premium taxes (27-15-103, 27-15-109, 27-15-115, 27-15-129) and Medicaid provisions (43-13-5 through 43-13-147) for possible amendment during the 2024 legislative session.

Establishes Medicaid eligibility categories, reimbursement rates, and covered services including inpatient/outpatient hospital care, prescription drugs, nursing facility services, and home- and community-based services.

Creates hospital assessment structure to fund state share of Medicaid supplemental payments, with rates based on non-Medicare inpatient days and adjusted for federal matching fund percentages.

Authorizes Division of Medicaid to implement managed care programs, establish provider payment rates, conduct investigations for fraud/abuse, and recover overpayments through multiple collection methods.

Establishes Medical Care Fund to receive transfers from health care providers and political subdivisions to support Medicaid services, with all assessments deposited into this fund.
