Amends Section 99-39-7 of Mississippi Code to require Supreme Court permission before filing post-conviction collateral relief motions in trial court under three circumstances: when a conviction has been affirmed on appeal, when a previous post-conviction motion denial has been affirmed on appeal, or when more than three years have elapsed since the appeal deadline.

Post-conviction motions in these cases must first be presented to a quorum of Mississippi Supreme Court Justices (either during term or in vacation) and receive an order granting permission before filing in trial court.

Procedure for applications to the Supreme Court follows the process outlined in Section 99-39-27.

Takes effect July 1, 2024.
