Creates the "Securing Areas for Females Effectively and Responsibly Act" (SAFER Act) to regulate restrooms, changing facilities, and housing in public education buildings based on biological sex.

Requires public education buildings to maintain restrooms and changing facilities designated exclusively for males and females, or alternatively provide single-occupant or family-use facilities with floor-to-ceiling walls and lockable doors.

Guarantees students required to live in educational institution housing the right to be housed in single-sex spaces with persons of the same biological sex; applies same requirements to fraternities and sororities operating housing on public land.

Defines "female," "male," and "sex" based on biological reproductive systems observed or verified at birth, excluding psychological or subjective experience; establishes only two sexes and that sex is objective and fixed.

Authorizes private enforcement through lawsuits and allows the Attorney General to enforce compliance; permits limited exceptions for childcare, emergency situations, maintenance, law enforcement, and authorized institutional purposes.
