Prohibits residential roofing contractors from representing or negotiating insurance claims on behalf of property owners, receiving referral fees from attorneys, or advertising deductible payment/rebates as inducements to sign contracts.

Requires post-loss assignments to insurers include itemized work descriptions, costs, and specific notices about policyholder rights, with copies provided to insurers within five business days; violations subject to disciplinary action and consumer lawsuits.
