Creates new Section 63-21-28 requiring the Department of Revenue to issue a certificate of title for manufactured homes or mobile homes manufactured before July 1, 1999, based on a filed affidavit of ownership.

Amends Section 63-21-29 to authorize the Department of Revenue to issue a distinctive certificate of title with a legend indicating the certificate was issued pursuant to a filed affidavit of ownership and may be subject to an undisclosed lien.

Amends Section 63-21-30 to allow owners of manufactured homes or mobile homes to file an affidavit of ownership (for homes manufactured before July 1, 1999) attached to an affidavit of affixation to retire the certificate of title to real property.

Provides statutory forms for the affidavit of ownership, affidavit of affixation, affidavit of severance, and affidavit of destruction related to manufactured homes and mobile homes.

Effective upon passage.
