Prohibits holding individuals awaiting civil commitment in jail unless the court finds an emergency basis for temporary detention.

Limits emergency jail holds to 72 hours maximum, with the individual under supervision and subject to mental examination within 24 hours.

Amends Section 41-21-68 to establish that regional holding facilities may only be used on an emergency basis and are subject to the same 72-hour hold limit with required mental examination within 24 hours.

Allows regional commissions to establish regional holding facilities with state matching funds (up to $2 per $1 from counties) for emergency civil commitment purposes.

Permits videoconferencing for civil commitment hearings with persons held at regional facilities, allowing treatment professionals and the individual to participate remotely while the attorney remains physically present with the client.
