Restricts initiative measures to proposing new laws, amendments to existing laws, or repeals of existing laws; constitutional amendments may only be proposed by the Legislature.

Requires the Legislative Budget Office to prepare a fiscal analysis of each proposed initiative within 10 working days, to be posted publicly and included on the ballot.

Establishes requirements for petition circulators including registration with the Secretary of State, being at least 18 years old, a legal resident of Mississippi, and signing a notarized affidavit; prohibits compensation based on number of signatures obtained.

Increases the voter approval threshold for initiatives from 40% to 60% of total votes cast at the election.

Reduces the maximum number of initiative proposals on a single ballot from five to two and repeals the legislative alternative process for initiatives.
