Amends Section 11-27-81 of Mississippi Code to authorize public agencies to exercise immediate possession rights for acquiring land and easements related to economic development projects defined in Section 57-75-5(f)(xxxiii).

Grants any public agency authority to acquire easements or rights-of-way for public highways, roads, water utilities, wastewater utilities, drainage utilities, and other public utility purposes in connection with qualifying economic development projects.

Adds new subsection (l) to the list of entities authorized to exercise immediate possession, expanding authority beyond the State Highway Commission, counties, municipalities, and the Mississippi Major Economic Impact Authority.

Maintains existing restrictions that acquisitions cannot displace property owners from dwellings or places of business for county and municipal utilities under previous provisions.
