Establishes Secretary of State as trustee and manager of Public Trust Tidelands with authority over leases, absent clear legislative intent to sever or transfer authority to specific agencies or political subdivisions.

Requires all gaming operations using Public Trust Tidelands to obtain a separate lease from Secretary of State and pay annual rent, regardless of other municipal or county authorities.

Prohibits gaming establishments from locating on sand beaches constructed on or adjacent to Public Trust Tidelands waterward of the natural mean high-water line.

Implements minimum project requirements for new gaming licenses issued after December 31, 2023, including 500-car parking facility, 300-room hotel, restaurants, 40,000 square-foot casino floor, and unique amenity.

Allows municipalities and counties to use tidelands for non-gaming purposes (harbors, small craft marinas, recreational facilities) through lease with Secretary of State at no rental fee, with exclusive control over leased premises and all revenues.
