Revives the Home Inspector Regulatory Board that was repealed in 2013 and establishes it as an adjunct board to the Mississippi Real Estate Appraisal Board with five members appointed by the Governor.

Transfers all powers and duties regarding home inspector licensing, regulation, and discipline from the Mississippi Real Estate Commission to the Mississippi Real Estate Appraisal Board.

Requires home inspector applicants to complete a 60-hour approved course, pass an examination, provide proof of liability and errors and omissions insurance ($250,000 minimum each), and submit to background investigation including fingerprint-based criminal history checks.

Establishes licensing fees including $175 for application and examination and $325 for initial and renewal licenses, with all collected fees deposited into the Home Inspector License Fund for board expenses and continuing education.

Takes effect July 1, 2024.
