Establishes a uniform four-year term limit for most state board and commission members appointed by the Governor, effective January 1, 2028, replacing varying term lengths.

Implements a staggered appointment schedule where approximately half of board members are appointed every two years to ensure continuity, with the Secretary of State determining appointment order by statute.

Extends interim appointment limits to nine months maximum with prohibition on consecutive interim terms, and requires vacant positions to be filled within 180 days.

Applies uniform appointment procedures from Section 7-1-35 to numerous boards including the Auctioneer Commission, Mental Health Board, Environmental Quality Commission, Community College Board, and Parole Board.

Allows removal of board members for chronic absenteeism (more than three unexcused absences annually) and requires Senate confirmation for executive director positions serving four-year terms on affected boards.
