Establishes legislative findings that men and women are legally equal but possess unique biological differences, and that the state has an interest in preventing sex discrimination while maintaining safety, privacy, and fairness.

Creates Section 1-3-40 of Mississippi Code defining sex-related terms: "woman" and "man" as adults of female and male sex respectively; "girl" and "boy" as minors of female and male sex respectively.

Defines "female" as an individual with a reproductive system that produces or would produce ova, and "male" as an individual with a reproductive system that produces or would produce sperm, including consideration of developmental or genetic anomalies.

Defines "sex" in statutes as biological sex observed or clinically verified at birth and excludes "gender identity" or subjective sense of self from the definition of sex.

Includes a severability clause allowing the act to be enforceable even if portions are invalidated; takes effect upon passage.
