Establishes legislative findings that the United States Supreme Court recognizes parents have a fundamental right to direct the upbringing of their children.

Declares that the liberty interest of a parent in the nurture, education, care, custody, and control of their child is a fundamental right protected by the due process clause.

Prohibits any state agency or officer, or any agency or officer of a state subdivision, from infringing on fundamental parental rights except through laws narrowly tailored to meet a compelling governmental interest by the least restrictive means.

Takes effect upon passage.
