Authorizes the issuance of state general obligation bonds up to $3,470,000 to fund construction, furnishing, and equipping of a Hydroponics Research and Teaching Greenhouse at Alcorn State University.

Bonds may mature up to 25 years from date of issue and bear interest at rates not exceeding limits set in Mississippi Code Section 75-17-101.

Creates a special fund designated "2024 Alcorn State University Hydroponics Research and Teaching Greenhouse Fund" to receive bond proceeds and hold project funds separate from the General Fund.

Bonds are full faith and credit obligations of the State of Mississippi, with the State Treasurer authorized to pay principal, interest, and related costs from state funds if legislative appropriations are insufficient.

No bonds may be issued under this authority after July 1, 2028, and the act takes effect July 1, 2024.
