Senate Bill 2849 Summary

• Requires owners of all-terrain vehicles (ATVs) manufactured or first sold after July 1, 2024, to apply to the Department of Revenue for a certificate of title, with compliance required from dealers starting the same date.

• Expands the definition of "all-terrain vehicle" to include utility task vehicles (UTVs), also known as side-by-sides, for titling purposes only; clarifies that titling requirement does not authorize highway operation.

• Exempts ATVs and UTVs lacking odometers from odometer disclosure requirements and eliminates the need for privilege license tag permits for all-terrain vehicles.

• Exempts any all-terrain vehicle held by a retailer on a consignment or floor plan basis from ad valorem taxation effective January 1, 2025.

• Makes conforming amendments to existing motor vehicle titling statutes to incorporate all-terrain vehicles into the Mississippi Motor Vehicle and Manufactured Housing Title Law.
