Brings forward Mississippi Code Sections 19-5-105 and 21-19-11 relating to county and municipal authority to clean dilapidated property for purposes of possible amendment.

Authorizes county boards of supervisors and municipal governing authorities to conduct hearings to determine if property is a menace to public health and safety, then clean the property if the owner does not.

Allows counties and municipalities to assess actual cleanup costs plus penalties up to $1,500 or 50% of actual cost (whichever is more) against property owners, with costs becoming liens against the property.

Permits counties and municipalities to reenter property multiple times within specified periods for maintenance without additional hearings: up to 6 times per 12 months for structural removal and up to 12 times per 24 months for grass/debris removal, with annual cost limits of $20,000.

Includes special provisions for perpetual care cemeteries allowing the Secretary of State to order release of trust fund interest or up to 15% of principal to reimburse cleanup costs, usable no more than once per four-year period.
