Authorizes the Mississippi Department of Health (MDOH) to obtain criminal background checks from the Mississippi Justice Information Center and FBI for all medical cannabis establishment applicants, agents, and representatives, including fingerprint-based checks conforming to federal standards.

Allows the Department of Public Safety and MDOH each to charge and retain fees up to $60 per applicant for background check processing, with applicants responsible for payment.

Removes the weekly limit of six MMCEUs (Medical Marijuana Consumer Equivalents) for resident cardholders, replacing it with a 24-MMCU limit per 30 days while maintaining a 28-MMCU possession limit.

Expands licensing agency investigation authority to examine suspected violations including false information on applications, felony convictions, fund misappropriation, and cannabis diversion.

Authorizes licensing agencies to assess monetary penalties and recoup investigation costs from licensees found in violation, with an itemized accounting provided to the licensee after investigation completion.

Establishes administrative hearing procedures requiring licensees to appeal within 20 days of notice, with burden of proof on the licensee to demonstrate the agency's decision was unsupported, arbitrary, or violated statutory rights.
