Repeals the Mississippi Health Care Certificate of Need Law of 1979 (Sections 41-7-171 through 41-7-209), eliminating the requirement for certificates of need for health care facilities and services in Mississippi.

Amends 24 sections of Mississippi Code to remove references to certificate of need requirements and the State Department of Health's authority to issue certificates of need for various health care facilities and services.

Removes certificate of need application requirements for hospitals, home health agencies, ambulatory surgical facilities, birthing centers, institutions for the aged or infirm, and critical access hospitals.

Makes conforming changes to provisions governing public hospital boards' ability to discuss strategic business decisions in executive session, removing language that previously required certificates of need for opening new service lines or implementing capital improvements.

Takes effect July 1, 2024.
