Creates the Mississippi Medical Cannabis Research Program at the National Center for Cannabis Research and Education at the University of Mississippi to seek funding, conduct research on cannabis health effects and delivery methods, and educate medical providers and the public.

Establishes an 11-member Medical Cannabis Research Advisory Board appointed by the Governor (4 members), Lieutenant Governor (4 members), and Speaker of the House (3 members) to advise on research activities, review findings, and develop evidence-based treatment guidance.

Requires the research program to ensure cannabis research participants are registered qualifying patients, make research outcomes publicly available, maintain a catalog of published reports, and provide information to the Department of Health about funded projects and research adequacy.

Directs the advisory board to develop evidence-based guidance for medical cannabis treatment including research summaries for each qualifying condition, risks and side effects, and drug interactions with FDA-approved medications.

Board members receive reimbursement for expenses and per diem subject to appropriation; the Department of Health must report annually to legislative committees on research program activities beginning in 2024.
